Really? I find the Creeping Carp to be the easiest to push over in those areas...
And I can verify that the mobs do have limited energy supplies - there have been times I've used Energy Drain, Energy Tap, Energy Burn or whatever on something and not got the full return. However, I do have a suspicion that higher-level mobs have faster energy regen (there have been times I've done that, and then the target has cast a spell shortly afterwards - I'll admit I haven't timed it, but it does feel as if they take less time than I do to get from 0 to 5+ energy) and possibly faster exhaustion recovery as well. Heck, some might even be immune to it - there are mobs immune to various other things like knockdown, after all, and Gale probably doesn't take as much relative effort for a golem or giant turtle dragon as it does for a feeble human. And that isn't even going into higher-level monsters having more attribute points, which in the case of elementalists means a potentially huge energy pool...
However... despite all that, we (usually) wipe the floor with them anyway. Although it would be nice for the playing field to be level enough that e-denial is worth taking against mobs for the e-denial effect, rather than the mob's energy simply being a conditional requirement for certain Mesmer skills.
